My DSL tonight is 1.2 MBup down and .25MB down up.

I hope you got that backwards, (1.25 down and .25 up).

2.8 down and .38 up, cable modem to U.S.-based servers, from Moncton, Canada.
Testing (using Speakeasy) my Eastlink cable connection in Halifax, NS, Canada, I get 6.33 mbits/sec down, .88 up.
Halifax cable now does up to 10 megabits/sec download.
